This paper reviewed briefly the points in Greater Vladivostok Free Economic Zone development plan and the Tumen river development plan, analysed the close relations of the former with the opening up of Russian Far East region and the necessity of the dovetail of the two plans, discussed the specific fields of jointng the two plans, and predicted the inevitable trends of carrying the two plans into effect.
